check out this link for reference to what I'm describing.
http://www.angel-owners.com/manuals/air/page22_23.htm
1. You may simply be forgetting to turn down your AIR output pressure untill it sits flush with the regulator piston... That's right out the manual. Then turn on the AIR and put it to tank PSI and make sure it's not filled past your tanks max PSI.
2. It may just be a small problem of a worn O-ring in your safety vent assembly. (the little round, red, rubber block under your silver leaf cover... Say that 3 times fast). Try to dab some grease around it and a little on top and tighten the oval leaf valve cover back down. If that doesn't work, get a new O-ring.
3. If that's not your problem Then the only other thing that I can think of that can cause a small leak is the tank itself... Try to also dab some grease on the male thread piece on your AIR reg and screw it back into the tank.
 When I say "grease", I mean like Dow 33 or Angel Lube... This is done to acquire a more complete seal.
Good luck, hope this helps.
