Reg effects on ramping?

Anyone know offhand if your regulator can stop u from being able to ramp/shoot faster? I only ask cuz i was having trouble with it not going into ramping before and i've read pretty much every post about it, anyway so I switched to a cp reg
on the old angel 1 and sure enough i took it out the other day to test my new barrel and boy did it rip!

The only way that this could possibly happen is if the old reg had such a slow recharge rate that it basically starved off the LPR and caused it to choke and this in turn made the ram slower to cycle.
in short I recon it is possible in theory, but I doubt very much it would be the case as you would suffer other issues such as bad drop off, low velocity etc.
