First, what does this do? Second, can i use this with my 2003 Angel LCD? Is this just like an Angel Air? I have no idea, so any comments will be appreciated?

Its just another reg. Your bottle has a reg that goes down to about 800 PSI and the THOR is adjustable so that output goes to your minireg, and into the angel.

Would you suggest it on an Angel? My bro is not using his, so i thought it might try it. Would it make any drastic changes?

Not really your primary reg is quite good...if you are using a preset...its fine to fun 800 psi into it...it will regulate you down to working pressure quite well, as long as its clean.
