The quick and dirty way is to check out a sears. They sell kits, one drill and one tap, prematched. They also have full sets.
If you plan on tapping a hole that goes all the way through a piece of metal, you can make do with the home depot/sears taps, as all they sell are plug taps.
If you're planning on tapping a blind hole (does not go all the way through), you can start the threads with a plug tap, but you won't get all the way down to the bottom. You'll need to use a bottoming tap. I had a hard time tracking one down, your best bet is to find a specialty hardware store.
