charging issue

I've been outta pb for awhile and don't remember much. lol. I just bought a 2k2 Fly and never had an issue like this with my other LCDs. first off, when I hook up the charger, does the gun have to be turned on for it to charge? My last ones i don't think I had to do that with my last ones. Also, when I pull the charger off after a few hours, the 4th bar on the battery meter will not light up, then after a few minutes just goes straight to the last bar. Does that mean the battery is §§§§? Appreciate the help guys.

do you know about the battery or anything? why it won't light up to full charge?
