i want to play hastings online so im trying to set up a live account. Can i set one up without having one of those cards to set it up?

You have to have an Xbox live account to play online that requires one of the cards or optionally you can sign up using a credit card to sign-up online to verify your age or purchase the card at a store or ebay.

Starter kits bought at a store come in 3 month (cheaper) or 12 month subscriptions that will come with a game and a headset.

Your best option is to sign up for a full year service, it's much cheaper in the long run and you won't need to worry about anything for another year. I think a year subscription is $50.00, at least that's what I've beeen paying for the last 3 or so years.
