need a little help

i have just both a tadao scc and have ramping on. but i have set the cap to 15.5 but it not comming over 12 while the eyes are enabled.. but when the eyes are off its shoots faster and thats sounds more like 15.5 bps what can i do....

Are the eyes really clean? When is the last time you did a careful pulldown and eye cleaning? My rig is touchy this way. Don't get me wrong, dirty they work but clean it just plain rips.
