BIg problem speed 03'

i need big help with my gun ok its a 03 speed so when i plug in the car charger the lights light up go up once come down then stop ive tryed every way of charging i need big help is it a battery problem? board? could anyone help me at alll

ive tryed charging it when the switch is off and when its on and switch it mid charging and all that §§§§
