Here's whats happening:

I can turn it on, everything seems normal (with Vic board or stock)... but motor does not spin. When I put my finger up the neck, the motor does a quick pulse and stop, and then another quick pulse as I take my finger out of the feedneck.

At this point I think... maybe sensitivity of potentiometer? I try it turned up and down... no change.

What about eyes? I bought new ones and installed them... no change, same symptoms... BUT... with the new eyes as with the old ones, when I take the eyes out of the feedneck, the motor will spin normally but not when installed in the feedneck! Another tidbit of info... the screw that goes in to the lower feedneck (the one that goes right into the plastic) has broken off... part of the plastic is broken. I've used a tie-wrap to make sure the feedneck doesn't separate, but there is still a small hole where the plastic has broken off. I always cover the eyes with electric tape as to not let them fall out of their place as well as to not let any light in.

Could there be interference with the eyes within the feedneck due to the hole in between the eyes where the plastic use to be from the screw? I dunno

What about motor? I'm getting a new motor soon, but temporarily I bought a Hyper Dash 2 motor which I've put in... it draws way too much current for the Victory board or stock though as when the eyes are out and I let the motor spin, the board gets very HOT!

sorry bout the lengthy report but I thought I'd include everything that I can think of as well as everything I've done.

anybody have any experience with this?

what happens when you wiggle your finger when its in the halo?

When I wiggle my finger in the feedneck it causes the motor to pulse for every time I wiggle it.

I now know its not the motor too as I just tested a brand new one.... as well as brand new eyes...

it must have something to do with placement of the eyes.

It can't be the board as I have both the victory board and the stock one and they do the same thing... I wouldn't believe them to be both defective.
