What is the speed capped at of the Euro board, I know it is semi only. Is it capped.

not all...the angel 4 and newer are capped at 31 cause the gun wont go any faster (not like u need it to anyways)...

your euro board also has 3 round burst and full auto capability - capped at 15 bps in those modes.

Hmmm, granted I haven't tried the different modes yet, but the euro instruction book describes on page 9 the different modes that can be set inside the grip, these include burst and full auto in addition to a demo mode - is there an error in this section?
