I have removed all of the shims on my LPR and it is only at 55 psi. Just in case my dwell is at 10 ms and the input pressure is around 200 thanks.

Are you sure you removed all of the shims? The highest I have ever seen an lpr without any shims is 40psi. Generally they are in the range of 20 - 30psi without any shims.

Well I just bought the marker off ebay and haven't played with it but it is a version 2 and a serial code of 207 so it is pretty old. I have checked several times and amazingly yea, there are no shims in it. Any ideas?

If you want it to go lower, you can do 2 things.
1. Replace the Main Seal Seat. That will change the Pressure a bit.
2. Replace the LPR Piston, that will also change the Pressure.
