Reducing FPS?

I have a problem...

My FPS is around 305 with the LPR screw all the way in (and sticking out the other side), no shims, medium volumizer, Dwell at top yellow. My pressure is ~52 or 53 PSI via the toolkit.

Regardless of what the dwell is at, my first shot always seems to be low as well. The manual says to up the dwell, but then it (seems to) shoot hotter.

Any ideas?

Have you adjusted the mini reg at all? Up the dwell untill the FSDO is gone, or at least not too bad. Then adjust the mini reg to the desired FPS.

Also, you using a HP or LP Tank? And a higher dwell will raise the FPS.

Ack.. I misspoke a bit. I have the velocity screw on the mini-reg/2nd stage regulator (not LPR) all the way in. There are zero shims in the LPR. It is a 45/45 LP tank.
