Hell no. It's got a whole singleplayer side of the game where you start out as a rookie and work your way up through the pro ranks. Heard it takes a while to beat too which is nice considering how I can beat most of the games I own in less than 10 hours.

I'm on the 16th out of 19 level and I played for around 7 and a half hours.

The only way i think you can play with more than one person is to have xbox live or a LAN hook up..to go from Xbox-to-Xbox..
