Tournaments I go to have little to no limits on speed of guns I.e. theres alot of team shockers that go full auto so I and 3 other of my teammates where wondering weither we can get firing modes uncapped at 15 and have them to 25bps or 30 and or loader limitations. I just want smart parts fan boys to rethink ever buying a shocker :hititraw: :D
can i get this done and where?

the mode 1, the only tournament legal mode is already uncapped and only limited by loader speeds, if they allow bounce then as suggested just turn your TR up...although I can't see how this could ever be considered legal anywhere

Not by anyone even remotely reputable, which all the MT's are*.
Set TR22, and see if full auto @ 15bps is enough. (Honestly, have you tried it? It's scary-fast.)

*: One of the best lines from Shakespeare in Love:
Girl, scandalized: "This is a house of ill repute!"
Man, boisterous: "Yes, but one with an excellent reputation!"

NO tourneys in the western Canada would allow such a thing. I can not comment on things in the far east coast....but PLEASE don't think Canadians are silly aboutthese things...many solid Pro and AM players come from Canada.
