need help with mini reg mod

ok i did the mini reg mod and i still can't get my speed low enought to meet my local fields standards ,so is it safe to take out another cup spring from the stack.

removing another wont hurt it, rearranging the configuration wouldnt hurt either....it's best just to mess with it until you get it in the pressure range you need.

you might want to try upping your dwell a little bit and try turning the reg down some more.
