When to clean reg? I'm not sure?

I just got a used angel speed and the consistancy over the crono was kinda off. It would be like 270, 278,then like 240 then like 268 ...etc... . I got a max-flow running at about 450 input into the minireg. Does this sounds like a reg problem---the maxflow may have been sitting for a while. Anyways I was wondering if I should rebuilt the minireg, and if it would make any difference or if this is a paint match problem---I can't tell

It could be the maxflo, it could be the minreg. Best thing to do is give it a cleaning anyways.
