What do people mean when they say TR? and where can I get a kit to find out the pressure on my LPR?

TR refers to the trigger bounce setting. The lower the number, the higher the bounce.

As for the tool kit, any of the sponsors will have them. I got mine from Russ (www.angelservicecenter.com)awhile back.
