I know that the new trigger offset that you can set from 1 to 20 is the bounce but how does it actualy works? What does it charges? Like if I put it to 1 what is the effect on my board or my trigger or the optical system? and what about higher settings? For high ROF what is the best?

none of them explain what is the effect on thr board or the electronics..thats what i want to know. like does it makes the trigger beam more sensitive or less, or is it something else?

Basically, it will filter out trigger pulls that aren't there. It doesn't change the Opto at all, only how the board interprets trigger activation.
