with my doolie its hard to screw in the tank all the way in but i can do it with about 2 minutes of trying to screw it in, but it seem sometimes when i dont have it all he way in the efficiency goes way down, but i havent chrono'd my gun and i was just at 1000psi left so that may be why.
but....are you supposed to screw ur tank in till it cant go any further or is it ok to have it in but not so far in?
because the tank is stable in there and i hear it gas up with about 2 turns, but it can still go like 6 more turns, even tho i go about another 2 or 3, sometimes all the way.

Do Not Air up that tank if you cannot screw it all the way in!!!!!! Generally if you can't screw it in that means that the threads are damaged!!!!
If the reg does not screw on with little effort you need to take the tank to a certified DOT/HSE facility and have it inspected. You are endagering yourself and others around you by filling that tank. I do warn you that if the threads are damaged they probably will drill a hole in your tank rendering it unusable however if you don't and it fails the tank may leave the regulator at great velocity injuring yourself and others around you, I strongly suggest not using that tank again until you have it properly checked out!

You wanna screw it in all the way. If its not going in easily try another doolie, the one you got might be messed.
