I'm able to purchase an Angel CnC or FLY 2k2 LCD or an Angel IR3 CnC. Is the Angel IR3 worth it? Do you even chop enough to have the damn COPS thing on?

at 20 bps your bound to get some chopping with out some sort of anti chopping device.

Get the IR3, it's the new technology. The LCD is on its way out.

If you have the money get the iR3, its more advanced, still improving and more reliable. The only reason not to get an iR3 would be its higher price, but it is worth the extra $.
COPS worked for me with my revy, I tried playing without it and chopped on my first string, I turned it on and had no problems through 2 cases of paint. Then I got an eVLution2 because I could feel the revy was the limiting factor in my ROF. With the eVLution cops is totally unnecessary.
